Steps:
- Start the Windows 11 installation as usual.
2. When you reach the “Is this right country or region?” or welcome screen, press:Shift + F10 — this opens a command prompt.
- In the console, type:
start ms-cxh:localonly
and press Enter.
4. You’ll now be able to create a local user account.
Just enter a Username — other fields can be left blank.
5. Continue the installation as normal — no Microsoft account or internet required.
